摘　　要：清统治者从正式建立政权开始,就逐步形成自己的一套档案管理体制。一般是在各级机构中设置档房,书吏则承担缮写文书和档案管理工作。但是,随着时间推移这种管理体制,尤其是书吏掌控文档的弊端日益显露。因此,书吏改革也成了清末新政的重要一环。From the formal establishment of the regime, the ruler of Qing Dynasty gradually began to a set form of file management system.for example, set file room in all of institution, and ShuLi undertake documents and archives management work. However, the disadvantages of ShuLi revealed day by day, so the reform of ShuLi has also become an important part of the reform in Qing Terminal New Deal
