摘  要:学生学习成果评估已成为美国高等教育质量保障的重要范式。其组织架构以高校内部组织评估为主体,政府部门积极推动、民间组织积极参与为辅助。美国分权式的高等教育体制为学生学习成果评估三位一体的组织模式提供了可能。高校、政府、民间组织之间虽然客观存在组织冲突,但基于促进学生发展和成长这一共同目标,回应社会问责这一共同责任,三方求同存异,确保学生学习成果评估在高校内部和外部影响的张力场域中坚持内部评估为主,同时发挥外部力量的正向功能,形成合力,共同推动高等教育质量的不断提升。Student learning outcomes assessment has been the important quality assurance paradigm in American higher education. In its organizational structure, university is the main body, and the government and civil organizations are auxiliary. These three formed an organic organization model, which benefited from the decentralization management in American higher education. Some organizational conflicts existed objectively among the university, the government and civil organizations. However, based on the same goal and responsibility, the trilateral are seeking the sameness but keeping difference, which guarantees the university acting the main role to assess student learning outcomes, while the government and civil organizations play positive function. Therefore, it promote the quality of higher education continuously.
