摘　　要：在总结国内外数字城市研究现状及问题基础上,针对我国数字城市建设主要采用政府主导模式,缺少企业参与、盈利的市场机制的现状,归纳出建设和运营重庆三维数字城市所面临的挑战和思路;并在建设运营模式、数据整合框架、软件体系等方面进行了探索,开展了丰富的应用实践,项目创新与实践工作为城市科学规划、统筹建设、高效管理提供了强有力的技术支撑。In this paper ,the research status and problems of digital city is summarized ,and the challenges and ideas of Chongqing 3D digital city construction and operation which is different to government-led model is discussed to avoid the lack of the market mechanism .The construction and operation mode ,data integration framework and software archi-tecture are explored,and plenty of practices are made .The project′s technical innovation and practice has made strong technical support of scientific planning ,construction and management of the city .
