摘　　要：治理能力是现代大学的重要命题之一。在构建"好的治理体系"过程中,大力提升行政服务能力,是高校坚持群众路线的重要体现。本文从"治理"与"群众路线"的内在联系入手,分析了当前高校提升行政服务能力的瓶颈问题,提出了提升行政服务能力的对策。Governance capacity is an important proposition of the modern university. In the construction of ＂ good governance system＂, the implementation of mass route in universities will be reflected in the process to enhance the ability of administrative services. According to the inner links between ＂ govern- ance＂ and ＂mass route＂, this article analyzes the main problems which constrain the improvement of service capacity in universities, and then proposes some countermeasures to theses problems .
