摘　　要：2011年,江苏省淮安市在全国率先编制《淮安市"十二五"水文化建设与发展规划》,为全面掌握两年多来规划实施情况,总结经验教训,及时发现规划实施中的问题,有针对性地采取措施,科学实施水文化工程,保证"十二五"水文化规划目标完成,并为滚动编制"十三五"水文化规划奠定基础,开展淮安市"十二五"水文化建设与发展规划中期评估工作。The Plan of Construction and Development of Water Cultural During the Twelfth-five-year in Huai ＇an City is released in 2011. The work of mid-stage assessment construction and development of water cultural is carried out in order to find problems and summarize lessons during implementation, adopt related measures for scientific implementing the project, which is also a foundation for the thirteenth-five-year plan of water cultural.
