我国社保档案管理的法制建设研究

摘　　要：社保档案是对参保单位实践工作和个人权益的真实记录,是确定参保者享受社会保障待遇的重要依据。随着我国社保事业的快速发展,社保业务量和档案数量与日俱增,科学、规范地管理好社保档案急需完善相关法律制度建设。从整体来看,我国社保档案管理的法制建设进程缓慢,还存在规范领域不全面、法规体系及内容不完善等问题。完善社保档案管理法制建设,需要在广泛调研的基础上增强各部门之间的协调合作,并坚持档案法规的稳定与废、改、立相结合。Social security archives are the true records about the work of enrolling units and the personal interests,also they are the important basis for participants to enjoy social insurance treatment.With the development of social security system,the volume of social security business and it,s archives are picking up.However, scientific and standardized management of social security files that needs sound le- gal system to be based on. However,the legal sys- tem of social security records management process is slow,and the regulating area of the social security archives law is incomplete,the legal content and sys- tem are not sound.To improve the legal system of so- cial security records needs a wide range of research and the cooperation among related departments ,in the same time the social security archives laws and regulations should be kept steady and be abolished,al- tered,established properly.
