“善治”视角下我国社会治理路径探析

摘　　要："社会治理"一词首次正式出现在党的十八届三中全会公报中,反映出新时期党和国家在治国方略理念和思维上的重大转变。在社会转型发展的新时期,如何推进我国社会治理现代化建设,成为一个重要的研究课题。文章通过进一步梳理"治理"与"善治"的本质内涵,对社会治理的必然性进行了分析,提出在当前我国社会治理发展过程中需要注意三个方面的问题,最后,文章以"善治"为视角,指出在未来我国社会治理过程中,需要做到:建设成熟的公民社会、建设"善治"的政府、建设"善治"的社会、完善法治和制度建设,为社会治理发展提供根本保障。The concept of ＂Social Governance＂, first appearing in the Communique of the Third Plenary Session of the 18th CPC Central Committee, indicates a significant transformation of the idea of national governance by the Party and government. The improvement of the modernization of social governance has become an important issue in the new period. Based on an analysis on the nature and content of ＂governance＂ and ＂good governance＂, this article discusses the necessity of social governance and the three aspects of the problems to be noticed in the development course of social governance in China. Finally, it is suggested, from the perspective of ＂good governance＂, that it is important to establish mature citizen society,government and society of ＂good governance＂ and to promote the de- velopment of rule of law and relevant mechanisms in order to provide fundamental guarantees to social governance.
