摘　　要：废止劳动教养制度契合了社会治理模式的法治化转型,但会增加轻微刑事案件诉讼化的成本。以此为契机,构建侦审衔接机制快速办理轻微刑事案件。在其具体运作层面,要建立侦查阶段的通报制度、审判阶段的审查制度以及执行阶段的联动制度。对适用轻微刑事案件快速办理机制的案件的外部监督制约,主要是在保障检察机关对案件相关信息知悉权的基础上赋予其程序变更权予以实现。Having abolished the system of labor education- rehabilitation following the transformative model of social governance under the rule of law,but it will increase the cost of minor criminal lawsuit. Based on such reasons,we should build the cohesive mechanism between the investigation and trail to deal with minor criminal cases quickly. In the specific operation,we should build the reporting system at investigation stage, the reviewing system at trial stage and the linking system at performance stage. Meanwhile,the external supervision system can realize by guaranteeing the prosecutorial organ to know the information of the minor criminal cases and standard them.
