公共管理视角下街角青年的社区防范研究

摘　　要：在我国社会经济不断发展、转型和变迁的过程中,由于社会主流价值观念的缺位、社会舆论导向的错位,产生了一种比较典型的社会群体——"街角青年"。"街角青年"长期脱离主流社会,无法通过正常的渠道获取主流社会的成功,内心充满失落感和压抑感,往往采取不恰当的行为方式发泄内心的不满和愤怒,甚至采用极端的报复行为与主流社会价值观念相抗衡,这些行为背离了和谐社会的目标,给社会带来了不良影响。本文从公共管理视角出发,对街角青年的形成及街角青年如何回归主流社会进行探索,以期使更多人关注街角青年,为街角青年顺利回归主流群体创造更多、更好的条件。In the process of China＇ s social development, social transformation and social change, because of the absence of the social mainstream values and the dislocation of social public opinion, there occurs a kind of typical social group, corner youth, which has been placed outside the mainstream society and cannot access to the mainstream society through normal channels. With the sense of loss and depression, they often take the opposite behaviors to express their discontent and anger and compete with the mainstream social value, which deviates from the goal of a harmonious society. From a public management per- spective, this paper explores the formation of the corner youth and the way of their return to the mainstream society in order to attract more attention to the corner youth and create more and better conditions for the return of the corner youth to the mainstream society.
