试论我国新型农业经营主体形成的条件与路径——基于农业要素集聚的视角分析

摘　　要：新型农业经营主体是现代农业的重要参与者与推动主体,其形成的机理是在政府营造良好的政策环境下,相关产业和市场需求的拉动下,通过生产力水平的提高,改变农业生产要素的存在状态并创造出能够打破传统经营主体生产经营均衡状态的经济剩余。现阶段,新型农业经营主体形成受到来自经营土地规模小、技术利用水平低、资本密集度低等内部障碍和各项政策缺乏协调性、市场拉力弱等外部障碍的限制。消除这些,需要从完善各项政策及其之间相互协调配合、增强市场需求的拉力和加快农业生产要素向经营主体集聚等方面出发,才能加快新型农业经营主体的形成。The subject of new agricultural operation is an important participant and a main promoter in the modern agriculture. Under a favorable policy environment built up by the government,driven by relevant industries and market demand,with the rise of productivity,the forming mechanism is to change the existing conditions of agricultural production factors and create the economic surplus that can break the balance of the production and operation of traditional business entities. At the present,there are some internal and external obstacles that hinder the formation of new agricultural operation subject. The internal obstacles include the small scale of land,the low usage of technology and the low intensiveness of capital. The external ones include lack of the coordination between policies and weak pull of market. In order to eliminate the obstacles and promote the formation of new agricultural operation subject,we need to complete the coordination between policies,strengthen the pull of market demand and quicken the agglomeration of agricultural production factors.
