摘　　要：刑罚虽然对惩治腐败犯罪发挥了重要作用,但腐败犯罪依然猖獗,主要原因是我国重刑轻民的传统观念和现实制度设计及司法习惯。民事措施可以有效补强刑事措施的不足,通过刑民互济,民事公益诉讼,社会专业力量介入等具体举措能够完善我国刑民结合的反腐败制度体系。This paper employed Barro regression in econometrics and combined with the gravity model to study the boundary effect on the Beijing-Tianjin-Hebei economic zone from 2001 to 2011. The Chow test shows, there is structural difference in each city＇s economic level. Further regression test results show that around the Beijing-Tianjin-Hebei, there exists between the trend of integration as well as the corresponding boundary effect. Finally, this paper proposed a coordinated development of the regional city of Beijing-Tianjin-Hebei ring.
