近二十年来的欧洲家庭政策:变化及其延续

摘　　要：近二十年来,家庭以及与家庭相关的政策成为了欧洲各国关注的焦点。从家庭政策的类型学意义、解释框架和属性特征三个层面审视欧洲家庭政策,可以看出近二十年来欧洲家庭政策出现了四个新变化:(1)家庭政策的个体化;(2)家庭支持力度的加大;(3)家庭与工作平衡的强调;(4)私人性与公共性的结合。但从福利国家的指导思想、家庭的角色与本质、以及家庭中性别关系的取向可以看出,欧洲家庭政策虽在变化,但并没有触及其实质及传统根基,延续仍是其根本。In recent twenty years, families and family-related policies have been a focal point that European countries pay attention to. Examining European family policy from typology, frame of explanation and characteristics, four aspects of the changing trend can be proved： （1） individualization of family policies; （2） de-institutionalized traditional families： （3）begin to pay attention to work-family reconciliation and （4） family policy＇s private and public property. Although there have been a lot of changes in European family policy field, continuity is so deep-seated that changes have no access to the nature of family policy, which can be found from the role and the nature of family and the orientation to gender relations.
