欧美储气库的运营管理及定价对我国的借鉴

摘　　要：欧美天然气产业经历了从管制到放开的发展过程,储气库也从管道的辅助设施逐步成为产业链中的独立环节进行商业运营,从没有独立的定价机制发展到受政府监管的单独定价。与欧美国家相比,我国的储气库数量少,储气库工作量在天然气消费量中所占比例较低。储气库只是管道的辅助设施,没有成为天然气产业链中的独立环节,也没有单独的定价机制。借鉴欧美天然气产业的经展经验,随着我国储气库数量的增多,储气业务独立运营是储气库未来运营管理的发展趋势。在储气业务独立运营之后,必须制定单独的适应我国天然气产业发展特点的定价机制。同时,结合我国天然气产业的市场化改革目标,逐步完善相应的法律法规和监管政策。As the US and European gas industries deregulated, gas storage progressively went from merely being pipeline supporting facilities to becoming an independent link in the industry value chain. From having no independent pricing mechanism, it developed into having its own determined government supervised price. China's gas storage capacity is small compared to the US's and Europe's, and its gas storage usage is a quite small percentage of gas consumption. Natural gas storage in China is just an auxiliary appendage of pipeline network infrastructure,and never became an independent link in the gas industry value chain with an independent pricing mechanism. Independent gas storage business is the coming development trend in gas storage management in China, on the basis of marketization experience in the U.S. and Europe and storage capacity increases across the country. Once independent gas storage businesses are operating, a stand-alone pricing mechanism should be conceived that is adapted to the development characteristics of China's natural gas industry. Meanwhile, this should be combined with the goal of marketization reform of the natural gas industry and progressive improvement in corresponding laws, regulations and regulatory policies.
