摘　　要：俄罗斯政府正在讨论和修订的《2035年前俄罗斯能源战略》提出,俄罗斯能源战略的目标是创建创新和高效的能源行业,保障经济稳固增长、居民生活质量提高,促进国家对外经济地位的巩固。俄罗斯能源战略的关键任务包括能源行业的现代化,能源基础设施和能源市场的发展,能源资源储藏、开采和加工效率的提高,能源产业和服务可获得性和质量的提高,出口的灵活性和多元化,能源公司在国际市场上竞争力的增强和能源可持续发展等。《2035年前俄罗斯能源战略(基本规定)》提出,俄罗斯能源战略的中心思想从"资源-原料"模式改变为"资源-创新"模式,以实现国内资源和创新潜力的充分运用,实现能源行业的转型。根据该版能源战略草案,俄罗斯将调整对外能源政策,努力适应全球能源市场发生的变化,对外能源合作向东转移。中俄能源合作的环境将更加良好,新战略为中俄能源行业开辟了新的合作领域、增添了新的合作途径,合作将更加制度化和规范化。The Russian Federation has been discussing and revising 'Russia's Energy Strategy up to 2035'. The objective of Russia's energy strategy is to create an innovative and high-performance energy industry, ensure steady economic growth and improvement in people's quality of life, and consolidate Russia's economic status in the world. The key objectives of Russia's energy strategy include modernization of the energy industry, development of energy infrastructure and energy markets, better energy storage, resource exploitation and processing effi ciency, and available and quality energy service, fl exibility and diversifi cation in exports, greater competitiveness of energy companies in the international market, adhering to the principle of sustainable development in energy, etc. The basic principle underlying 'Russia's Energy Strategy up to 2035(basic requirements)' are to change Russia's energy industry model from a 'resources—raw-material' one to a 'resources—innovation' one and to make best use of domestic resources and innovation potential, basically to transform the energy industry. According to the draft energy strategy, Russia will adjust its foreign energy policy to adapt to changes in global energy markets, shifting its foreign energy cooperation to the East. The environment will be even more favorable to SinoRussian energy cooperation. The new strategy serves to open up China's and Russia's energy industry to new areas and avenues for cooperation, cooperation that will be more institutionalized and standardized.
