摘　　要：顶层设计是近年来广泛应用于社会经济领域项目管理决策与规划的先进设计方法之一,在高校规划和建设中发挥着重要作用。西安理工大学将顶层设计方法应用于工程训练中心建设,明确了工程训练体系的目标定位和总体框架,构建了工程训练教学体系、工程实践课程群、云计算中心、开放运行管理机制等主要建设内容,在实践教学体系改革和人才培养方面取得了显著的成效。Top-level design is one of the most advanced design methods, and is widely used for decision and planning of the project management in the field of social economy. It plays a significant role for university-level planning and construction. Xi＇ an University of Technology uses the method in construction of comprehensive engineering training center by clarifying the target and framework of engineering training system. It is successful to build national construction teaching systems, practical engineering courses, cloud computing centre, as well as open operation and management mechanisms. With all these, the university is highly successful in teaching system reforms and personnel trainings.
