摘　　要：抓好监督执法工作 ,最大限度地控制人为水土流失 ,是基层水保工作者面临的一大难题。在实践中 ,探索出如下经验 :法规要完善 ,宣传要到位 ,部门要协调 ,人员要专业 ,执法要严格。The basic unit staff of soil and water conservation meet with such a difficult problem that is to strenghten supervising and enforcing the law and to control soil and water loss made by human being to the maximum limit.The following experience were sumed up from practice to perfect the regulation and law,spread the publicity to coordinate individual department and train speciality staff and to enforce the law seriously.
