中国农产品流通体系深化改革的方向选择与政策调整思路

摘　　要：自改革开放以来,我国农产品流通体系发生了巨大变革,现已初步建立起了一个在国家宏观调控下市场起决定性作用的多元化、多层次、多渠道、多形式的农产品流通体系。但是,当前我国农产品流通组织化程度偏低、物流成本较高、流通信息化薄弱、流通基础设施不足、对外贸易面临严峻挑战等问题依然十分突出。我国农产品流通体系深化改革的重点在于农产品流通渠道与组织体系、物流体系和信息体系的进一步完善和优化。农产品流通政策调整的思路应注重四大转变:一是从"重生产、轻流通"向"兼顾生产与流通"转变,二是从"保障供给"向"兼顾供给与收入"转变,三是从"保障数量"向"兼顾数量与质量"转变,四是从"内外贸分割"向"内外贸一体化"转变。Since the reform and opening up, China＇s agricultural products circulation system has changed greatly. The diver- sified, multi-level, multi-channel and various-form agricultural products circulation system has been initially established based on market mechanism under national control. However, there are some outstanding problems in China＇s agricultural products circula- tion system ： the level of modernization of agricultural products circulation is low, the cost of circulation is high, the information- ization of circulation is weak, the infrastructure in agricultural products circulation is imperfect, foreign trade faces the serious challenge, etc. This paper asserts that the reform emphasis should be made on circulation channel, organizational system, logis- tics system and information system which should be further improved and optimized in the deepening reform of China＇s agricultural products circulation system. Moreover, this paper puts forward the thoughts for agricultural products circulation policy. Firstly, ＂more focus on production, less focus on circulation＂ should be changed to ＂focus on both production and circulation＂. Second- ly, ＂supply guarantee＂ should be changed to ＂consideration of both supply and income＂. Thirdly, ＂quantity guarantee＂ should be changed to ＂consideration of both quantity and quality＂. Fourthly, ＂segmentation of domestic and foreign trade＂ should be changed to ＂integration of domestic and foreign trade＂.
