查新工作中的科技伦理问题研究

摘　　要：科技查新是一项富有中国特色的文献检索和咨询工作,具有鉴证性和服务性双重特性。查新工作中存在的科学伦理问题主要包括"知识公有原则"与"知识产权保护"之间的矛盾、"无私利性原则"与"追求经济效益"之间的冲突、"合理怀疑"与"合作信任"之间的矛盾等。本文剖析了查新工作中科学伦理问题的现实依据,并指出了查新机构和查新员应该承担的伦理责任。Sci- tech novelty retrieval covers literature search and information consultation, which is attestation service in China. Ethical problems in the Sci- tech novelty retrieval include conflicts between public ownership of knowledge and protection of intellectual property, reasonable skepticism and trusting, choice between disinterestness and interest as well. In this paper, o- rigins of scientific ethical problems were analyzed during the sci - teeh novelty retrieval, and ethical responsibilities were proposed for the novelty consultants and consultation agencies.
