摘　　要：党的十八大报告提出,经济体制改革的核心问题是处理好政府和市场的关系,必须更加尊重市场规律,更好发挥政府作用。承接产业转移过程中,资源配置的基础是市场,承接的主体是企业,政府的引导作用不可或缺。对企业来说,一个权力不受约束的强大政府通常难以给出一个可置信的承诺。因此,研究承接产业转移过程中地方政府的置信度问题具有重要理论意义。In accordance with the report eighteenth national congress of the Chinese communist party, the underlying issue we face in economic structural reform is how to strike a balance between the role of the government and that of the market, and we should follow more closely the rules of the market and better play the role of the government. In the process of industrial transfer, basic resource allocation is the market, the enterprise is the main body, the government function is very important. As for the enterprises, strong government without constraint is often difficult to give a credible commitment, so the research of local government with confidence has the important theory significance in the process of industrial transfer.
