摘　　要：科学立法是全面推进法治山西建设的核心,从山西省地方立法的实践来看,立法的科学化水平与山西省转型跨越发展的实际要求尚有差距。文章以山西省转型跨越发展为背景,从山西省地方立法存在的问题入手,具体分析了社会转型期地方性法规的定位、地方立法与改革创新,提高立法质量与公众参与等问题。Scientific legislation is the core to promote the construction of the rule of law in Shanxi. From the perspec- tive of local legislation practice in Shanxi province, it can be found that there still exists a gap between the scientific level of legislation and the actual requirements from the development of transformation in Shanxi Province. With the development of transition in Shanxi Province as the background, this paper firstly introduces the problems of local legislation in Shanxi Province. And then, it analyzes some problems during the period of social transformation, such as the positioning of local regulations, local legislation and innovation, improving the quality of legislation and public participation, etc.
