摘　　要：确立新型农村合作医疗可持续发展理念,是中央重视"三农"问题的大背景下提出的时代要求。新型农村合作医疗自2003年在全国试点推行以来,取得了令人瞩目的成绩,但其制度设计冲突、法律欠缺、逆向选择、倒筹资等困境已经成为新型农村合作医疗可持续发展的障碍。因此,要重视制度设计、调整制度目标、推进立法进程、多元化筹资机制构想、实施适度强制参加原则,以期实现新型农村合作医疗制度的可持续发展。Establishing concept of sustainable development of new rural CMS is the requirement of the central government under the circumstances of solving ＂three agricultural problems＂ in China.Since the implementation in 2003, the pilot work of new rural cooperative medical system has made remarkable achievements,but its system design flaws, legislation weaknesses,adverse selection and financing difficulties have become the obstacles for the sustainable development of the new rural CMS.Therefore we should attach great importance to the system design,perfect the system objectives,promote the process of legislation,diversify financing mechanisms,conduct modest enforcement of enrollment,in order to realize the sustainable development of the new rural CMS.
