结合2013年河北省冬小麦病虫发生与防控情况谈重大病虫害防控体系建设

摘　　要：对2013年河北省冬小麦病虫发生情况和特点进行了概述;针对2013年小麦病虫害发生程度轻于往年的原因进行了详细分析,确定了小麦重大病虫防控工作对于保障粮食生产安全的重要性。提出了在创建重大病虫防控体系中,采取"政府主导、企业运作、农民监督"方针的建议,从而保障重大病虫防控的效果和质量。The occurrence and characteristics of winter wheat diseases and pests in Hebei Province in 2013 were described, the causes of the slighter occurrence degree of winter wheat diseases and pests in 2013 than previous years was analyzed in detail, and the great importance of the prevention and control of wheat diseases and pests for ensuring food safety in production was defined, then the suggestions of taking the policy of government led, busines operations, farmer supervision in the creating system of major pests prevention and control was proposed to guarantee the effect and quality of major pests prevention and control.
