摘  要:少数民族地区公务员能力素质的高低对辖区经济社会发展将产生重要影响。在厘清少数民族地区公务员能力建设基本内涵的基础上,以新疆维吾尔自治区为个案,探讨近年来公务员能力建设所取得的成就及制约瓶颈,成就主要体现在公务员知识文化水平不断提升,培训开发系统逐步优化,人才引进渠道得以拓宽,及政策法规日臻完善等方面;而瓶颈主要包括公务员民族团结思想意识匮乏,数量偏少且整体素质不高,政策执行力偏低及空间结构分布不合理等方面。针对现存问题,从制定规划、优化培训和教育模式、创新能力建设体制及健全能力建设机制四大方面提出完善少数民族地区公务员能力建设的对策建议。The level of civil servants' capacity in minority areas shows great impact on the social and economic development of local areas.On the basis of clarifying the basic concept and elements of civil servants' capacity building in minority areas,this paper takes Xinjiang Uygur Autonomous Region as a case and illustrates achievements and bottlenecks of capacity building for civil servants in recent years. Achievements are mainly embodied in that civil servants have constantly enhanced their knowledge level,training development system has gradually optimized,talent introduction channels have widened, and policies and laws have become sounder.Bottlenecks mainly include deprivation of their consciousness of national unity,their small number with low total personality and low executive ability for policy, and unreasonable structural distribution in operation.Toward current problems,it puts forward strategies and suggestions of consummating capacity building for civil servants in the area of minorities in such four aspects as plan establishment,training and education pattern optimization,capacity building system innovation,and capacity building mechanism improvement.
