摘　　要：新型城镇化建设是中国未来经济社会发展的重要路径,在新型城镇化建设过程中,无论是产业结构的转型问题,还是人口转移问题或者是土地利用问题等,都容易激发社会矛盾,引起上访。乡镇政府直接面对群众,信访工作量大,破解信访量的思路可以从加大法制宣传与培训、坚持法治红线和强化调解能力等几个方面着手。The new urbanization is an important path of Chinese economic and social development in the future. In the process of building the new urbanization, some problems are likely to stimulate social conflicts and cause the petition, such as the transformation of the industrial structure, the population transfer or the land - use issues. The township government has to face the masses directly, and the petition handling office has a heavy workload. To break this condition, we can proceed in several ways, such as increasing the legal publicity and training, holding the rule of law bottom line and strengthening the mediation capacity.
