摘　　要：目的了解中国政府应急办网站建设的现状,为加强政府应急网站建设及通过网络加强对公众应急宣教工作提出改进建议。方法通过网络内容分析法对我国364个地级市及以上的政府应急办网站的建设情况进行比较分析。结果 364个地级市及以上的政府中仅有15.90%设有应急办网站;广东省全省各地市应急办网站整体建设情况最好,有单独应急办网站的地市样本占73%;卫生应急专栏内容设置情况的省间比较中4个直辖市中北京市的网站建设最好,其次为上海;27个省级政府应急办网站中,广东、新疆和浙江位于前三位;在所有样本中,涉及应急工作类栏目的占64.4%,涉及法律法规预案类栏目的占65.8%,涉及公众应急教育类栏目的占58.4%;中国四大地区对比评分从高到底依次为东部地区、东北地区、中部地区、西部地区。结论对中国364个地级市及以上的政府应急办网站的建设情况进行了比较分析,为提高中国公众应急能力建设提出了可行性建议。Objective To analyze the situation of website construction by government emergency management of- rices at different levels for strengthening the construction of website and emergency education among the public. Methods Totally 364 websites of local government emergency management offices at province and municipality level were investigated by using network content analysis method. Results There were only 15.90% of local goverment emergency management offices having their websites for emergency among 364 government websites. Guangdong province had the highest ratio （73 % ） of separate emergency affairs website for municipal government website. For the website construction of health emergency column, Beijing was the best, followed by Shanghai among the 4 municipalites directly under the central govermnent. Among the 27 provinces, Guangdong, Xinjiang, and Zhejiang ranked the top three. Among the web- sites inversigated,64% established the column for emergency management,65.8% had the column for law and regulation plan for emergency,and 58.4% had the column for erergency education. The regional rank for the emergencty website construction based on the graded score was the Eastern, the Northeast, the Central, and the Western Region from high to low. Conclusion The study investigated 364 websites of local government ofriecs emergency management, and provided suggestions for strengthening the construction of public emergency response capacity.
