城市流浪乞讨人员救助管理视角下的社会治安防控

摘　　要：城市流浪乞讨人员救助管理制度是社会治安防控的积极手段。流浪乞讨群体职业乞讨严重,且时常以非法操控乞讨、明讨暗偷、欺诈强讨等恶性手段组织乞讨活动,具有隐藏性高、侵害性大、组织性强、区域性明显、流动性频繁的特点,对社会治安构成严重威胁。为此,必须进一步完善救助管理制度,建设统一救助管理网络,培育社会救助力量,加强救助机构人才资源建设,以增强社会治安防控的主动性、系统性,形成广泛的参与机制,提升社会治安的防控能力。Salvage and management system for urban vagrants and beggars is the positive means of prevention and control of social security cases. The group of urban vagrants and beggars contributes to a lot of problems, such as professional begging, illegal and criminal offence, and begging forcediy. These problems pose a serious threat to social order. In order to improve initiate and systematization of crime prevention and control, to build up a compre- hensive participatory mechanism, and to promote the ability to prevent and control crimes, great efforts should be made to perfect salvage and management system, to establish a unified network of salvage and management, to cul- tivate social assisting force, and to strengthen human resources of relief organizations.
