摘　　要：通过对利益相关者理论发展进行系统的梳理研究,借助公共危机利益相关者分析模型,以北京"7·21"暴雨为例,分析公共危机利益相关者的范畴和类属,从利益相关者视角为公共危机管理提出政策建议。重点是:明确核心利益相关者的责任,提升危机管理的能力和素质;加强强势利益相关者的协调,充分发挥其内在职能;增强社会责任意识,积极引导关键利益相关者主动参与公共危机的救助;合理引导从属利益相关者对公共危机的态度和动机,充分发挥其内在资源优势。The paper will comb the development of stakeholder theory systematically and analyze the scope and generic of stakeholder for the public crisis, with the help of the stakehold- er analysis model. Further analysis of the case for Beijing ＂7 - 21＂ rainstorm will be studied at the same time, when proposed relevant recommendations for public crisis management from the view of stakeholder theory. Which including： Determine the responsibility of the core stakeholders to enhance the capacity and quality for crisis management l Strengthen the coordination of the strong Stakeholders to give full play to its intrinsic func- tions; Enhance the sense of social responsibility to urge the key stakeholders participate in public crisis rescue actively; Guide the attitudes and motivations of the slave stakeholders to ex- press its inherent advantages in resources.
