国家应急物资军地联储问题研究

摘　　要：在分析国内外应急物资储备现状的基础上,剖析军队参加国家救灾维稳应急保障任务面临的问题,提出为军队统筹建立一定规模的应急救灾物资储备,实行国家应急物资军地联储模式,即国家统筹规划、军队代储代管、国家调拨使用、军队战时应战,可以有效解决应急救灾物资储备问题。Based on the analysis of emergency materials reserve situation at home and abroad now, this paper discusses the main problems that the troops participated in disaster relief and stability safeguard, points out that it should make a overall planning to establish a certain amount disaster relief and stability safeguard materials reserved in the army, in other words, the government is in charge of overall planning while the army is responsible for making sure the materials reserve can be used in both emergency and wartime smoothly. It can solve the problem of disaster relief and stability safeguard emergency materials reserve effectively.
