论建立我国残疾人医疗救助制度的必要性及可行性

摘　　要：由于人口增长与人口结构变动、社会与环境变化等因素的影响,我国残疾人的人口总量增加,残疾人口比例上升。随着中央构建社会主义和谐社会目标的提出,党和政府对残疾人事业高度关注。对于残疾人群体,医疗需求是其继温饱问题之后出现的又一个迫切需要解决的问题。目前我国医疗保障制度对作为弱势群体的残疾人保障有限,有病不能医,小病酿大病,严重威胁着残疾人的生存和发展。因此,有必要根据我国的基本国情,结合残疾人的特殊情况,建立残疾人医疗救助制度,助患病的残疾人一臂之力,从而促进社会公平,维护弱者人权。It is of great significance to establish medical assistance system for the disabled in China, it is necessary for the protection of human rights and maintaining social justice, meanwhile it is also an important step to establish a multi-level medical security system and improve the social assistance system. From the perspective of law policy, economic environment and practice foundation, we have the conditions of setting up medical assistance system for the disabled in our country.
