西部新型农村合作医疗保险现状及对策研究——以四川省为例

摘　　要：西部地区农村经济条件相对落后,新型农村合作医疗保险作为惠民工程虽然为"参合"者带来了实惠,为促进农村经济发展和增进农民健康等起到了一定的作用,但同时也存在着筹资难度大、报销待遇低、垫支压力大、统筹级次低、宣传力度不够、医疗资源短缺等诸多问题。鉴此,本文提出了因地制宜搞增收、多渠道丰富医疗资源、提高基金统筹级次、提高"参合"者待遇、完善监管制度等措施,力争使"新农合"步入良性运转轨道。Rural areas in western China where economy are relatively backward, new rural cooperative medical insurance, as a project of benefiting people, has brought about benefits to people participating in it, and has played a certain role in promoting rural economy and improving farmersI health. Meanwhile there are still some problems such as financing difficulties, low reimbursement, great pressure of advance expenditure, low class of overall plan, insufficient propaganda, and the shortage of medical resources, etc.. In order to make new rural cooperative medical insurance enter into the benign orbit, the author suggests the following countermeasures： adjusting measures to local conditions to increase income; enriching medical resources through multi-channels; improving the class of fund overall plan; improving the participantst treatment; perfecting supervisory system, etc..
