摘　　要：低碳旅游是峨眉山-乐山大佛风景区的关键性发展战略,但需要得到政府机构的引导和支持。我国政府机构在低碳旅游转型监管中普遍缺乏技能和经验。立足于现有的条件,政府低碳旅游行为主要包括低碳宣传、政策优惠、低碳监督、低碳规划、人才培育、财政支持,以及低碳文化的推广和低碳示范区的构建等,从而为政府职能的完善提供了可借鉴的思路。The low - carbon tourism is a key development strategy for Mount Emei - Leshan Giant Buddha Scenic Area, but it needs the guide and support of government agencies. Our government regulatory agencies lack skills and experience in the transformation supervision of low - carbon tourism. Based on the existing conditions, the government low -carbon travel behavior includes advocacy, policy concessions, carbon monitoring, carbon planning, personnel training, financial support, and cultural promotion of low - carbon and low - carbon demon- stration area construction. This thesis aims to provide a reference of thinking to improve government functions.
