摘　　要：为保障中俄原油管道安全运行,全面梳理了俄罗斯管道投产技术标准,从管道清管、试压、投产试运技术和站场工艺检测等方面,深入研究了中国和俄罗斯管道标准的差异。系统阐述了俄罗斯标准的先进性,例如清管周期、紧急清管、清管器跟踪监测设置地点、高强度液体试压、试压介质泄漏监测、零度以下管道试压技术、管道投产延迟条件下重新试压、运行管道强制性试压准则、输油站紧急停输准则、管道运行参数记录分析和站场工艺管道检测周期等。最后,针对借鉴俄罗斯标准,提高我国管道投产标准水平以及加强标准制修订工作,提出了建议。In order to guarantee the safe operation of Chinese and Russia crude oil pipeline, Russia pipeline commission technology standards were roundly classified. In allusion to pipeline cleaning, pressure testing, commission and operation technology and process pipeline inspection, difference between Chinese and Russia pipeline standards were studied in detail. The advancement of Russia standards were systematacially expounded, including pipeline cleaning period, emergency pipeline cleaning, pig chasing position setting, high strength hydrostatic testing, testing medium monitoring, pipeline pressure testing technology below zero degree, pressure re-testing under commission delay conditions, mandatory and periodic pressure testing for in-service pipelines, emergency shutdown criteria for oil stations, pipeline operation parameter analysis and process pipeline inspection period. Finally, by means of learning Russia standards, recommendations are made to raise the level of Chinese commission standards for oil ＆ gas pipeline and strength the work of standards revision and development.
