民生本位时代我国城市社区文化建设的现实困境与路径选择

摘　　要：社区文化建设是城市社区建设的灵魂。长期以来我国城市社区文化建设缺少文化内涵、呈现低层次运作状态的主要原因,在于计划经济体制下的社区管理"政社不分"、权责不明;社区自治功能缺乏、居民参与意识淡漠。而由"全能型"政府主导下的社区文化建设,更多体现的是一种外在的"形象工程",缺乏社区文化建设内涵式发展中所倡导的"人文精神"。民生本位时代,城市社区文化建设应本着"以人为本"、社区参与和民主自治的内涵式发展理念去指导其实践,才能将这一"文化惠民工程"真正回归于社区本位,服务好社区民众。The cultural building for community is a soul in the unban area＇s community development.For a long time,Chinese unban community construction owing to the lack of cultural content,had showed a low level operational status.It has been reason that under the planned economical system,community manage-ment had been a model which“government without depart from community”,and their power and responsibil-ity had also been ambiguous.But the community cultural development by the“Versatile-typed government”control,which has been at best,as a kind of“the image proj ects”from the government,it has not been“hu-manities care”in it,and it is difficult to get the local people’s trusts.On the livelihood based era,community cultural development in urban area should be based on the development ideas of“people oriented”,“communi-ty participation”and“democracy and autonomy”to guide their practice.And also make the cultural proj ect which has been good for people return to the community itself,better service for the local community resi-dents.
