摘　　要：基于网络信息环境,从生存环境、研究活动、结构与管理三个维度构建了两类科技情报机构的综合对比指标体系。在此对比参照体系下依托实际数据进行特点分析和抽象解释,对比分析了兰德公司、国内国家级情报机构和地方级情报研究机构,归纳出各自的优势劣势及差异之处。结合机遇挑战提出了相应的对策建议。This paper builds a comprehensive comparative index system of two types of scientific and technical intelligence institutions based on the three dimensions of living environment, research activities, structure and management. According to this reference system, we analyze and interpret the actual data of RAND Corporation, and the domestic intelligence institutions of national and local levels. By comparison, their advantages and disadvantages are analyzed ; their opportunities and challenges are explored. At last, some corresponding countermeasures and suggestions are presented.
