数字出版驱动的学术期刊论文评价模式及其影响

摘　　要：在网络技术和新兴学术交流方式的驱动下,学术期刊传统的出版流程及利益主体受到冲击。"评议→发表→评议"(RPC)模式是对现行的"评议→发表"(RP)论文评价模式的改进,改变了单一专家把关的传统,实行专家与公众"双把关";"发表→评议"(P(R)C)模式则是对现行RP模式的颠覆,彻底改变了传统的出版流程,根据作者意愿采取专家与公众把关或只采取公众把关。技术发展必然促使社会管理体制的改革和发展,基于数字出版的学术期刊论文评价模式有明显优于现行论文评价模式的优势,在提升学术交流活跃度、促进学术的客观评价、扩大期刊影响力方面有积极影响,必将逐步得到认同与发展。The publication procedure and the interested parties of academic periodicals are influenced by the interact technology and new academic communication pattern. From the aspect of logical relationship of publication and review, new paper assessment patterns are generated. As an improved form of the current ＂Review-Publication＂ （RP） pattern, ＂Review-Publication-Comment＂ （RPC） pattern changes the tradition of the single control by experts to double controls of experts and the public. ＂Publication-（Review） -Comment＂ （P（R） C） pattern is a subversion of RP pattern, which adopts the public control and conditional expert control and changes the traditional publishing procedure completely. Technology development will definitely promote the reform of social management system, since the new paper assessment patterns of academic periodicals based on digital publishing have obvious advantages over the current pattern in improving communication activity, promoting objective assessment, and expanding journal influence, they surely will get higher acceptance and further development in the future.
