摘　　要：结合网站用户信息行为模型及信息构建(IA)理论构建用户与政府网站的交互模型,并由此导出评价政府网站用户使用效能的指标体系。根据一定的标准选取了具有代表性的12个城市进行了实证研究,了解国内政府网站的用户使用效能的现状和改进方向,也验证运用用户在网站上的信息行为和信息构建相结合来评价用户对网站的使用效能是有效的和可行的,为政府网站的用户使用效能评估奠定基础。Combining the website user information behavior model and information architecture （IA） model, we created an interaction model between users and government websites, and thus derived an indicator to evaluate the user experience based on the efficiency of goveminent websites. Moreover, according to certain criteria, 12 representative cities were selected for an empirical study, from which we figured out the current situation of government websites efficiency and the ways to improve it. The results also proved that the combination of user information behavior and information architecture is the best way to evaluate the user experience based on the efficiency of government websites.
