日本围绕参加TPP谈判的争论

摘　　要：2010年以来,日本社会各界围绕是否应该参加TPP谈判展开了激烈争论。争论的焦点主要包括日本区域合作的重点方向、加入TPP的宏观经济效应、农产品自由贸易的影响、规制协调的影响等。在争论中,各方都充分表达了自己的利益诉求以及政策调整后果判断的看法。深入思考日本的这种政策争论,对于我们进一步理解政策争论的本质和意义,特别是研究区域贸易自由化的影响,均具有有益的启示。Since 2010, different sectors of Japan＇s society conducted intensive debates on whether taking par- ticipation in TPP negotiation. The debates mainly focused on the primary direction of Japan＇s regional coopera- tion, the macro economic effects of taking participation in TPP, the impacts of free trade of agricultural prod- ucts, and the impacts of regulation and coordination. Each side in the debates fully expressed its demand for profits and judgment on the consequence of policy adjustment. Considering the debates on policies in Japan would be constructive on the further understanding the essential nature and significance of policies debates, particularly studying the impacts of regional trade freedom.
