提高城市用地规划条件管控科学性探索

摘　　要：在梳理近年国内城市用地规划条件管理现状基础上,归纳整理了相关城市的经验作法和存在问题。结合重庆市重点区域用地规划条件工作组织实践,提出用地规划条件管控机制。用地规划条件管控机制通过成立多部门及相关专家参与的会审制度、确立论证原则及目标、施行模块化的论证办法、规范成果表达等措施,提升了用地规划条件的有效性、科学性,切实发挥了城乡规划对城市发展的综合调控和引导作用。Based upon sorting the administrative status of land-use planning conditions in Chinese cities in recent years,this paper mainly summarizes the practices and problems of planning condition administration and puts forward an innovative mechanism for the land-use planning condition administration through the case study on the practice in Chongqing core area.The innovative mechanism improves the validity and scientificity of planning condition administration and plays a comprehensive role of regulation and guidance in promoting the urban development through such measures as setting up a joint examination system with the participation of multiple departments and related experts,establishing argumentation principles and objectives,implementing a modular argumentation method,and standardizing the expression of results.
