摘　　要：自建国以来,我国乡镇图书馆历经"建设-衰落-再建设-再衰落"的多次反复,始终没有在文化事业发展中站稳脚跟。在新一轮乡镇图书馆建设高潮中,必须因地制宜、实事求是优化乡镇图书馆管理体制,建立经费保障的法律机制,树立以农为本、服务三农的功能定位,保持乡镇图书馆可持续发展。Abstract Since the founding of Chinas rural library after ＂construction-fading-construction-and then decline＂ repeatedly,it did not gain a firm foothold in the development of cultural affairs. In the library construction climax of a new round of rural library, library must establish a library manage- ment system of rural library, legal mechanism for the establishment of rural library funding, the function positioning agricultural-based rural library, and keep the sustainable development of rural public library.
