摘　　要：本文针对全国公共图书馆免费开放的新局面,探讨了免费开放和逾期罚款的基本概念,阐述了收取"逾期罚款"与免费开放并不矛盾的观点,提出了免费开放与收取"逾期罚款"并行不悖的切实可行的措施。Aiming at the free open of public library, this paper analyses the basic concept of free open and overdue fines. This paper puts forward the countermeasures of implementation of free open and overdue fines at the same time.
