摘 要:从科技投入人、财、物的角度建立科技投入指标体系,以科技直接产出和间接产出衡量区域科技产出。应用DEA方法评价中国区域科技投入产出相对效率,结果表明:中国区域科技投入产出效率总体水平较高,全国31个省市区中51.61%的区域科技投入产出为DEA有效,DEA有效区域集中在东部沿海发达地区及个别欠发达地区。全国纯技术效率和规模效率平均值分别为89.19%和98.39%,与规模效率相比,地区之间技术效率差别分化更大。Science and technology input were indicated by human resources inputs,financial inputs,and material inputs.And the regional scientific and technological outputs were indicated by direct outputs and indirect outputs. According to the data enveloped analysis of the regional science and technology input-output,the science and technology resource allocation efficiency is high overall the 31regions.51.61% of the regions were DEA efficient, which concentrated in the developed eastern coastal areas and some underdeveloped areas.Average pure technical efficiency and scale efficiency were separately89.19%and 98.39%.Compared with the scale efficiency,technical efficiency differed more between regions.
