煤电能源供应链风险控制研究综述

摘　　要：煤炭生产、煤炭运输、发电、输电到用电的煤电能源供应链各个环节之间需要协调发展,煤炭价格、购售电价、电源布局、环境约束等多种风险源均可通过供应链进行风险传递与扩展,造成风险损失扩大。针对上述风险源,基于一般供应链的风险管理理论,从煤电能源供应链的价格传导风险控制、产能规模匹配与协调风险控制和节能减排环境下的风险控制3个方面对国内外相关研究进行了综述。结果表明针对煤电能源供应链中各单一环节风险控制的研究较多,但缺乏煤电能源供应链整体风险传递机制、扩展路径及协调控制的研究,因此,提出煤电能源供应链全面风险控制的研究思路,为煤电能源供应链的风险管理提供参考。The coal and electricity energy supply chain con- sists of coal production, coal transportation, power genera- tion, power transmission, and power utilization, and the co- ordinated development of all above links is required. The risk sources, such as coal production and transportation prices, electricity purchase and sales prices, power genera- tion distribution and construction, environmental con- straints, can be transferred and expanded through the supply chain, which will enlarge the risk loss. Based on risk man- agement theory of general supply chain and the analysis of risk sources, the risk management research of coal-electrici- ty energy supply chain at home and abroad is reviewed from three risks control aspects, the price transmission, matching and coordination between production and capacity scales, and coal-electricity energy supply chain under energy saving and emission reduction. The review results show that there are more researches on risk control of each coal-electricity energy supply chain, but there is short of researches on risktransmission mechanism, expanding path and coordinated control of whole coal-electricity energy supply chain. In the end, the research ideas on overall risks control of coal-elec tricity energy supply chain is presented, which will provide reference for the risk management of the energy supply chain.
