摘　　要：通用航空是资本、技术密集,且关联度很高的产业,符合我国产业升级与消费升级的方向。通用航空产业链很长,涵盖第二第三产业,直接涉及建筑业,新材料、电子、机械、能源等制造业,培训、租赁、售后、运营、商务、维修、金融、保险、信息等服务业,其就业带动效应非常明显。在我国传统产业趋于饱和之际,通用航空产业发展受到了政府以及社会各界的高度关注。目前,尽管我国在航空器制造、保障服务及运营方面尚处于起步阶段,但随着政府不断出台措施完善发展环境,我国通用航空产业在整体规模、市场需求及提供就业方面均存在巨大的发展空间。为加快中国通用航空发展,使通用航空真正成为新的经济增长点,需借鉴国外发展经验和技术,加大低空空域开放力度,完善相关标准;抓住机遇,提升我国通用航空制造水平;发挥市场作用,鼓励多元化运营。General Aviation （GA） is a capital-and-technology intensive industry;it is also an industry with high degree of association and suitable to China’s industrial and consumption upgrade. The industrial chain of GA is very long which covers the second and tertiary industry including such industries as new material, training, finance, insurance, and so on; its driving effect of employment is very obvious. While China’s traditional industries are becoming saturated, the development of GA attracts more and more attention from the government and the whole society. At present, though we are still in the starting phase in terms of aircraft manufacturing, maintaining service and operation, we will make great achievements in the development of China’s GA industry by introducing government policies on improving the development environment for GA. To accelerate the development of China’s GA and make it to be the real new growth point, we should learn the experience and technology of other countries, strengthen the opening of low altitude airspace, perfect related standard, seize the opportunity to improve China’s capability for GA manufacturing, give full play to the role of market and stimulate the diversified operation.
