摘　　要：保障和促进人大代表更好地履行职责,是实现人民当家做主的根本保证。北京人大结合工作实际,在保障人大代表履职方面探索制度创新和实践创新,通过修改代表法实施办法和代表建议办理条例,进一步明确了人大代表与人民群众密切联系的义务,加强了对人大代表履职的保障机制,强化了对人大代表自身的监督,完善了代表建议办理的方式和程序,提高了代表建议办理实效,从而以地方立法的方式,健全了人大代表履职的相关法律,在人民代表大会制度的实践创新方面取得了新进展,为人大代表更好地履职提供了法律保障。Safeguarding and promoting the deputies to perform their duties are the fundamental guarantee of making people be masters. Beijing People＇s Congress has combined with actual work, exploring the institutional and practical innovation performance of their duties in protecting people＇s deputies, and further clarifying the duties of people~ deputies being closely contact with the masses by modifying the implementation methods of the Deputy Law and improving the deputies＂ suggestion regulations, strengthening the protection mechanism for the performance of their duties as deputies, strengthening the supervision of the deputies themselves, improving the handling of suggested methods and procedures and improving the effectiveness of deputies＂ suggestion handling. Thus by means of local legislation, we can perfect the law of improving the deputies＂ performance and make new progress in the practice of innovating the People~ Congress System in order to provide legal guarantee the deputies to better perform their duties.
