新农村建设进程中农村体育文化服务体系研究——以安徽省为例

摘　　要：为深入地了解安徽省新农村建设进程中农民享受基本的体育文化服务情况,对农村体育文化服务体系建设现状展开研究。研究的主要指标:调查农民对农村体育文化服务体系的需求及体育文化服务供给特征,影响农村体育文化服务体系建设的主要原因及因素分析。结果显示,安徽省农民的体育文化参与度不高;农民的体育文化参与度呈现地区差异、人群差异和阶层差异;农民参与体育文化服务的意愿较强;农民体育文化服务需求公共因子依次为体育经费、体育器材设施、体育指导服务、体育制度法规、体育组织管理、体育信息;农民对体育文化服务体系建设需求的满意度呈低水平的认可。安徽省农村体育文化服务供给特征为:体育文化服务的供需矛盾较大,供给结构不合理,投入经费不足,制度管理不完善;农村体育文化服务指导力量薄弱;体育文化服务信息不畅通,农民需求的信息量较为匮乏;农村体育文化服务责任主体责、权、利不明晰,供给主体的服务意愿不强、工作方式和思路狭窄,服务型机构的建设理念尚未成型。针对农村体育文化服务体系建设的问题与表现特征,提出建设基本举措和改善建议。In order to understand the process of new rural construction in Anhui Province farm- ers enjoying sports cultural service situation, this paper studies the present situation of the con- struction of rural sports culture service system. The main indexes are as follow ： a survey of de- mand and the sports culture service supply characteristics of farmer of physical culture service system in rural areas, and the main reasons affecting the construction of rural sports culture service system and factors. The results show that Anhui province farmer sports cultural partici- pation is not high;the farmer sports cultural participation has regional differences, differences and class difference;peasants to participate in physical culture service＇s strong will;sports cul- ture service demand of farmers public factors, sports funds, sports equipment, sports facilities, sports guide service regulations, sports management, sports information; the satisfaction of de- mand for the construction of cultural service system of sports showed low level of recognition. Anhui sports culture service supply rural characteristics of supply and demand contradiction： Large sports cultural services, the supply structure is irrational, lack of funds, the management system is not perfect;rural sports culture guiding service is weak;sports culture service infor- mation is not smooth, the amount of information demand of farmers lack in the main responsi- bility for cultural services; rural sports responsibility, right, not clear, methods and ideas the main supply service will is not strong, narrow, service institution construction idea has not yet formed. Aiming at the problems and characteristics of the construction of rural sports culture service system construction, measures and suggestions for improvement are put forward.
