论乡镇政府管理与村民自治的结合

摘　　要：随着我国1982年《宪法》首次提出"村民自治"这一概念,到1987年《村民委员会组织法》明确"村民自治"的性质及职责,自此就确定了村民自治这一基本政策,也逐步确定了村民委员会的法律地位及其自治性质。但是由于改革开放以来我国民主与法制建设尚未完善,政治体制改革又存在滞后性,导致现实中村民自治运作过程中存在着乡镇政府过度干预村民自治以及村委会角色不明确等问题。当前如何进一步提高村民自治的效率、进一步加快基层民主建设的步伐、进一步实现乡镇政府管理与村民自治的结合,成为新时期我国农村工作中的重中之重。Since the 1982 constitution first proposed the concept of villagers＇autonomy in 1987and the organic？ law？ of？ the？ villagers？ committee claimed nature and responsibilities of villagers＂ autonomy, the villagers＂ autonomy has been determined as the basic policy, and gradually made clear the legal status of the villagers＂ committee and its autonomous nature. However, due to the imperfectness of Chinag democracy and legal system since the reform and opening of China and the delay of the reform of the political system, there exist a variety of issues such as excessive government intervention in the township and unclear village committee functions. In present, how to improve the efficiency of villagers＂ autonomy , accelerate the pace of democracy, and achieve the combination of the township government and the villagers＂ autonomy , has become the top priority of China＇s rural work in the new era.
