农用地整理后耕地质量重估实证研究——以山东省茌平县冯官屯镇为例

摘　　要：土地重估是土地整理的重要技术工作之一,其评价结果是土地整理绩效评价的重要依据。以茌平县冯官屯镇土地综合整治项目为例,采用GIS技术、实地调查和室内分析相结合,在耕地分等研究成果的基础上,根据项目区内基础设施完成情况,更新了影响耕地质量的因素因子,对项目区内耕地质量进行重估。结果表明,整理后项目区内的耕地自然质量等比整理前提高了0.8个等别,利用等提高了1.3个等别,经济等提高了0.9个等别,农用地整理实施效果明显。通过土地重估,不仅可以科学地评价土地整理项目的实施效果,还可为耕地保护,实现耕地数量与质量的"占补平衡"提供详实的科学依据。Land reevaluation was one of important technique works of land consolidation, and its result was the important basis of land consolidation performance appraisal. The author took Fengguantun land comprehensive consolidation project as an example, integrated GIS technology, field investigation and indoor analysis, on the basis of research results for farmland grading, according to the completion of infrastructure project in the studied area, then discussed the changes of agricultural factors which affected the quality of cultivated land, then updated the factors affecting the quality of cultivated land and reevaluated the land quality. The results showed that： cultivated land quality improved significantly through agricultural land consolidation project in the three levels of nature, utilization, economy, and the effects of agricultural land consolidation were obvious. The results of land reevaluation could not only reasonably evaluate the implementation effects of land consolidation, but also provide detailed scientific basis for the cultivated land protection and implementation of cultivated land requisition-compensation balance both in quantity and in quality.
