株洲市公共体育服务体系现状研究

摘　　要：采用访谈法和座谈法,从体育政策法规、体育资金、体育场地设施、体育活动开展要素、国民体质测试、体育社团组织、体育信息、体育指导员要素、体育监督反馈和体育绩效评价九个方面对株洲市公共体育服务体系现状进行调查。调查结果表明:株洲市政府贯彻执行了我国的体育法律、法规,并制定了一系列相关文件,保证全民健身条例的实施;体育经费来源和体育场地设施的建设,以政府投入为主,社会投入和参与较少,场地设施是制约株洲市体育社团发展的重要因素;体育社团组织、社会体育指导员多,为开展好群众体育活动提供了强有力的保证,促进了体育人口的快速增长;信息发布的途径多且较全面,但时效性不强,没有与其所管辖的县、区体育局网站进行链接;国民体质监测力度不大;在体育监督和绩效评价方面,缺乏群众参与。By means of expert interview and discussion , this paper tries to find out the present situation of the public sports service in Zhuzhou city based on nine aspects investigation , which involves policies and regulations , funding, facilities, sports activities, citizen physique tests, sports mass organizations, sports information, factors of sports instructor , supervision and feedback system and performance evaluation structure .On the grounds of the above study, firstly, the results suggest that national sports laws and regulations are well carried out by the city government , and a series of related polices was made to be as a supplement for guaranteeing the National Keeping-Fitness regulations implementing .Secondly, sports funds and facilities ’ construction mostly rely on the local government , in other words , little social input is involved in , which attributes to the slow development of the city sports mass organizations .Thirdly, a large amount of sports mass organizations and social sports instructors pro-vide citizens with more chances to exercise and contribute to a rapid growth of sports enthusiasts .Lastly, though there is a well-organized platform for releasing relevant sports information in municipal sports administration , the timeliness of the news is weak and there is no update on the official websites of some subsidiaries in different dis -tricts and counties.Still, poor citizen physique supervision and lack of citizen ’s participation in supervision and feedback are existed .
