摘　　要：以陕西省铜川市生态文明建设与水土保持为例,从生态文明的概念入手,分析了水土流失对生态文明建设的影响,探讨水土保持在生态文明建设中的四大作用,即水土保持是综合防治蓄水减沙的根本性措施;水土保持改善农业生产结构,促进农村经济发展;水土保持缓解水资源供需平衡的矛盾;水土保持是改善山区农业生态环境的主要途径。并提出了水土流失治理与加快生态建设的有力措施。Taking ecological civilization construction and soil and water conser- vation of Tongchuan City in Shaanxi Province for example, starting, from the concept of ecological civilization, the ef- fects of soil erosion on ecological civi- lization construction were analyzed, and the four functions of soil and water con- servation in the construction of ecologi- cal civilization were discussed, namely： soil and water conservation was the fun- damental of comprehensive prevention and control of water and sediment reduc- tion of soil and water conservation mea- sures; soil and water conservation im- proved the agricultural production struc- ture of soil and water conservation, and promoted rural economic development; water and soil conservation alleviated contradictions in the supply and demand balance of water resources; water and soil conservation was the main way to improve mountain agricultural ecological environment. Moreover, the water loss and soil erosion control and the effective measures to speed up ecological con- struction were put forward.
