摘　　要：在科技成果的鉴定、遴选、甄别和转化一系列过程中,政府都应发挥主体作用。政府支持科技成果转化有理论依据,包括:公共物品理论、外部性理论、不确定性与风险理论、产品生命周期理论、创新理论及技术经济学的相关理论等。政府对科技成果转化的支持措施主要有:财政支持、金融支持、政策支持、制度支持、立法支持等。The government should play an important role in the process of scientific and technological achievements identification, selection, screening and transformation. Government support for the transformation of scientific and technological achievements with theoretical basis, including： the theory of public goods, externality theory, uncertainty and risk theory, product life cycle theory, innovation theory and technological economics theory etc. The government transformation of scientific and technological achievements of the support measures are mainly： financial support, financial support, policy support, institutional support, legislative support etc.
